I believe what ICE is referring to is when Woopra is displaying the list of users and their associated IP addresses, many of then show up as unknown. Although if I do a regular whois on the check on the IP address it come up just fine.
I second this opinion. So many people from "Unknown" visit that it's the number 2 on my list of "countries." But running a regular whois, I can pull up the country most of the time. Hmmm.
